블록처리하면서 applyTransaction를 실행 후 usedGas를 반환하며 블록 보상?
go-ethereum/core/blockchain.go insertChain 위 반환받은 가스를 ValidateState에 줌.

• POA에서 지불된 가스 비용은 소각되지않고 sealer에게 모아진다.
